Real estate cadastre in Montenegro: a practical guide for owners
The cadastre is the public register of land, buildings, separate units and the rights to them. This guide shows where to look up the data, what individual entries mean and whom to contact when something needs to change.
Note: elaborat.me is not a state body and is not the official cadastre website. Official data and services are provided by eKatastar and the regional offices of the cadastre.
Who runs the cadastre and where applications are submitted
The real estate cadastre is run by the Real Estate Administration (Uprava za nekretnine). For a time, the same work was done by the Cadastre and State Property Administration (Uprava za katastar i državnu imovinu), so you will come across both names on documents and websites.
The Administration works through regional offices (područne jedinice) in the municipalities. That is where you submit applications for registrations and changes and obtain property certificates at the counter.

What you can check yourself online
- eKatastar — search by plot number or property certificate (list nepokretnosti): area, owners, encumbrances. Since 2026 you can also get a legally valid property certificate there.
- Geoportal — a map with plots and orthophoto images. Useful for seeing where the plot is and what is on it.
Online data is good for checking before a purchase or before calling a surveyor. You can order the official property certificate online or collect it at the counter.

When you need a surveyor
The rule is simple: when something that is measured changes in the cadastre — a boundary, area, plot shape, building or flat — a survey report (geodetski elaborat) is required. It is prepared by a licensed surveying company and submitted to the cadastre.
When only the owner changes (purchase, inheritance, gift), a surveyor is usually not needed. The basis is then a contract or decision, and you submit the application to the cadastre.

Frequently asked questions
Is a property certificate from eKatastar as valid as one from the counter?
Yes, if you issue it as an official document via eKatastar (login with ID card and NSeID, payment of the fee). Simply viewing the data on screen is not an official extract.
The data in the cadastre is wrong. What should I do?
If the error is in the area or boundaries, you need a surveyor to survey the situation and prepare a survey report. If the error is in the registration of rights, you contact the cadastre with evidence.
