What the survey report for legalisation is
The law calls it an as-built survey report of an unpermitted building (elaborat premjera izvedenog stanja bespravnog objekta). It is a document that shows the building exactly as it was built: its position on the plot, footprint, number of storeys and floor areas. It can only be prepared by a licensed surveying organisation.

What you need to prepare
- The plot number and cadastral municipality (KO), taken from the property certificate (list nepokretnosti)
- Access to the whole building, including all floors
- Proof of your right to the land
- Photos of all façades in JPG format, at least 5 megapixels — the surveyor can take them for you
